Experts warn that Indian professionals are moving to Canada instead of the United States as a result of outdated immigration policies such as the heavy restrictions on H-1B visas.
This is mainly due to the fact that the job-oriented green card (permanent residence) status is granted under the country-wise quota. This is because obtaining an H-1B visa or obtaining permanent residency is a difficult task in the United States compared to Canada.
Canada has a friendly immigration policy. Students or skilled workers moving to Canada are welcomed with open arms, unlike the United States, which is a significant reason Canada is becoming the New America for Indians.
Nowadays, it is has become impossible for working-class immigrants to get their hands on green cards despite residing in the country for over the stated period. The committee stated that 80% of applications for the green card last year were rejected even before they were evaluated.
Indian experts and students who want to come to the United States are urged to take immediate action to stop the trend towards Canada. Stuart Anderson, executive director of the National Foundation for American Policy, said he would like to see the number of three types of work-based visas issued to Indians increase from the current 9,15,497 to 21,95,795 by 2030, without waiting for congressional approval.
He told the Immigration and Citizenship Subcommittee of the House Judiciary Committee that the number of people who have been waiting for a green card for years and decades should be reduced from a minimum of 20 lakh.
He said the number of Indian students studying engineering at American universities had declined by more than 25% in 2016–17 and 2018–19. He explained that 75% of the full-time computer science graduate students at American varsities were foreigners, and two-thirds of them were Indians in 2016–17. At the same time, the number of Indian students studying in Canada increased from 76,075 in 2016 to 1,72,625 by 2018.
Hence the committee is suggesting green card options for fresh graduates in a particular field and urging companies to retain their employees with permanent residency.
